Government Video Sharing Platform

Secure multi-agency video distribution with native Genetec Security Center SDK integration. Transcode RTSP sources to HLS/WebRTC for browser-based access while maintaining full PTZ control and VMS authentication.

Built on WINK Forge (transcoding) and WINK Media Router (distribution). Same architecture used by state DOTs, law enforcement, and emergency management.

WINK Government Video Platform Architecture

Architecture Overview

Input Sources

WINK Forge ingests from your existing infrastructure:

  • Genetec Security Center - Native SDK, not RTSP polling. Full camera tree sync, PTZ passthrough, auth federation
  • Milestone XProtect - Recording Server API integration
  • Direct RTSP/ONVIF - For standalone cameras or unsupported VMS
  • SRT/RTMP - For long-haul or contribution feeds

Output Distribution

WINK Media Router handles multi-protocol delivery:

  • HLS - Browser playback, LL-HLS for sub-2s latency
  • WebRTC - Sub-second for command centers
  • RTSP - Re-stream to partner VMS systems
  • MPEG-DASH - ABR for variable bandwidth

Genetec Security Center Integration

Native SDK - Not a Plugin

We use the Genetec SDK directly, not RTSP export. This means:

  • Camera tree sync - Automatic discovery of cameras, hierarchy preserved
  • PTZ passthrough - Full preset/tour/continuous control through WINK
  • Auth federation - Security Center credentials work in WINK portals
  • Event integration - Alarms, motion events flow through
  • H.264 only decode - No re-encoding unless resolution/bitrate change needed

Why This Matters

RTSP polling from VMS has problems:

  • License consumption - each RTSP connection uses a viewing license
  • No PTZ - you get video but lose camera control
  • No auth sync - separate credential management
  • Delayed discovery - manual camera configuration

Native SDK integration eliminates these. Your Security Center installation remains the single source of truth.

Multi-Agency Distribution

Access Control Model

5-tier RBAC with per-camera granularity:

  • Organization → Department → Group → User → Camera
  • Emergency override protocols with time-limited access
  • Partner organization portals with isolated namespaces
  • API tokens with scope restrictions

Authentication

  • OTP tokens - Time-limited URLs for HLS/RTSP access
  • JWT - For API and portal authentication
  • SAML/SSO - Integrate with agency identity providers
  • IP whitelisting - Restrict to known networks
  • MFA - TOTP or push notifications

Audit & Compliance

Every access logged with: timestamp, user ID, camera ID, client IP, session duration, actions taken. Export to SIEM. Retention configurable per compliance requirement. PCI-DSS Level 1 compliant architecture.
